Elon Musk’s artificial intelligence venture, xAI, is significantly expanding its presence in the Memphis, Tennessee area, filing a substantial permit for a new construction project valued at approximately $659 million. This move signals a major investment in the infrastructure powering the company’s advanced AI initiatives, including its Grok large language model and the Colossus supercomputer.
Massive New Facility Planned for Memphis Data Center Cluster
According to permit documents submitted to the Memphis and Shelby County Division of Planning and Development, the proposed expansion includes the construction of a new, four-story building. This structure is slated to cover an impressive 312,000 square feet and will be situated on a 79-acre parcel at 5414 Tulane Road. The site is strategically located adjacent to xAI’s existing Colossus 2 data center.
The new building is projected to reach a height of approximately 75 feet. While the specific functions of this extensive new facility have not yet been detailed, its scale indicates a significant enhancement of xAI’s computational capabilities.
The permit filing, which outlines the considerable investment and physical footprint of the project, was initially reported by the Memphis Business Journal. Visualizations of the planned expansion were also shared on social media platform X by user DogeDesigner, highlighting the scope of xAI’s infrastructure growth.
Scaling Up AI Power in Memphis
xAI has been rapidly establishing its operational base in Memphis. The company first entered the region in 2024, launching its Colossus supercomputer within a repurposed Electrolux factory. This facility is central to the development and operation of Grok, xAI’s flagship AI product.
The company further solidified its commitment to the area by acquiring land for the Colossus 2 data center in March of last year. This second data center became operational in January, demonstrating a swift build-out timeline.
The expansion plans extend beyond the new building. xAI is also developing a third data center for its Memphis cluster. Elon Musk has indicated that the broader campus has the potential to deliver approximately 2 gigawatts of compute power upon completion, underscoring the immense scale of its AI ambitions.
Energy and Infrastructure Commitments
The development of xAI’s supercomputer facilities in Memphis is linked to significant new power infrastructure commitments. SpaceX President Gwynne Shotwell announced during a White House event that xAI would develop 1.2 gigawatts of power specifically for its supercomputer operations. This commitment is part of a broader initiative aimed at bolstering energy resources for high-demand technological projects.
Shotwell elaborated on the power generation plans, stating, “As you know, xAI builds huge supercomputers and data centers and we build them fast. Currently, we’re building one on the Tennessee-Mississippi state line… xAI will therefore commit to develop 1.2 GW of power as our supercomputer’s primary power source. That will be for every additional data center as well…”
She further emphasized the impact of this new infrastructure, noting, “The installation will provide enough backup power to power the city of Memphis, and more than sufficient energy to power the town of Southaven, Mississippi where the data center resides. We will build new substations and invest in electrical infrastructure to provide stability to the area’s grid.”
Water Recycling and Job Creation
Beyond power, xAI is also addressing environmental and community impact through new infrastructure projects. Shotwell confirmed plans to support the region’s water supply by building state-of-the-art water recycling plants. These facilities are expected to conserve a substantial amount of water annually.
“We will build state-of-the-art water recycling plants that will protect approximately 4.7 billion gallons of water from the Memphis aquifer each year,” Shotwell stated. The company also anticipates creating thousands of local jobs, drawing talent from both sides of the Tennessee-Mississippi border.
The substantial investment in its Memphis data center operations, coupled with significant infrastructure commitments, highlights xAI’s aggressive strategy to build the foundational power and computing resources necessary for the next generation of artificial intelligence. This expansion is a critical step in scaling its AI models and supercomputing capabilities.
